ifconfig是ELF二进制命令，只有root能用
ifup是脚本，可以间接调用ifconfig ，一般用户也可以用，自动完成路由等一系列设置
你可以试试看直接ifconfig up ，网络不能用的；ifup就可以
ifconfig up仅仅是active eth，不做其他任何事
ifup要check eth ，active eth ，add route...，
