当跨机房传输大文件例如数据库备份文件时，为了不把生产带宽占满，可以使用手动限速的方式传输文件。
使用-l参数,单位为KB/s
例如：
scp -l 1024 mysql.sql 10.0.1.1：/data/bak/
限制每秒传输1024KB，即1MB每秒。
